Read the story of a 6-year Major Use Permit nightmare.  The San Diego County Zoning Ordinance currently requires a Major Use Permit to board even ONE horse, or to teach a few lessons, or to breed and sell even one horse per year, on Agriculturally-zoned land! This permit has gone from $3,000.00 in 1982 for a MUP to board 130 horses, to an average of $300,000.00 currently, with no fee cap, and no permit guarantee (after spending hundreds of thousands of dollars, the County may deny the permit).

The Equine Land Conservation Resource is an organization dedicated to preserving equestrian land use throughout the United States.  From their website: "Land is disappearing at a rate of 6,000 acres per day. Once it is gone, we cannot get it back. Horsemen are losing trail access on public lands. Liability concerns are limiting our ability to ride on others' private land.  Only one national organization is devoted to saving land for horses - the Equine Land Conservation Resource. Our mission is to advance the conservation of land for horse-related activity.  In the future, where will you ride, drive, compete, race, raise foals, and grow hay? Where will your grandchildren ride drive, compete, race, raise foals and grow hay?  Loss of open land has been identified as the greatest threat to the future of all equestrian sport, recreation, and industry. We attend public hearings and promote cooperation to preserve our quality of life and to ensure we are represented by our elected officials. The Valley Horse Owners Association acts as a ... liaison between the horse community and officials and politicians. We promote cooperation between residents and organizations on equestrian issues, land use, planning and zoning matters. We realize that only by uniting can we have a strong voice in city government and prevail against the reckless development that threatens to eliminate horse keeping areas or changes in legislation affecting equestrians. We attend Land Use hearings, City Council hearings, etc., and act as advocates for the horse keeping community. CEA remains committed to the family camping experience in Cuyamaca Rancho State Park. The Draft EIR on the equestrian projects is expected soon which is the next step in the CEQA process.
